Key Activities
Providing support for 9 mobile teams that continuously implement ISTAR within the Defence Forces of Ukraine (approximately 300 ISTAR points have been established at different levels of military management)
Ensuring the formation, development, and support of 6 ISTAR centers at the operational and operational-tactical levels of military formations
Over 450 military personnel have undergone training and internships on the ISTAR process and the use of tools (DELTA Monitor, Mission Control, Tower) to become ISTAR officers at the brigade and battalion levels
The first international exercises using the ISTAR process and the DELTA situational awareness system have been conducted
In collaboration with the C2IS assisted in structuring requests from the Armed Forces of Ukraine to the developers at the Ministry of Defense Innovation Center for the launch of a new product designed to NATO standards—the DELTA "Mission Control" subsystem
Together with Knowledge Management, the initial goals were agreed upon within NATO's Interoperability Roadmap for Ukraine. A key goal is ensuring ISTAR architecture and capabilities align with modern standards

An important factor in the future defeat of the enemy has been Ukraine's transition to so-called network-centric warfare principles—according to NATO standards. Thanks to network-centricity, the quantitative advantage of the enemy on the battlefield is offset. And together with the military assistance provided by Western partners, we can confidently declare Ukraine’s victory in a war that grows closer with each passing day.

Situational awareness in the military is a comprehensive understanding of the current situation on the battlefield that enables commanders and military units to make effective decisions and take action. It is a key component of network-centric warfare, where success depends on the speed of information exchange, the accuracy of data, and the coordination among participants in the operation.
ISTAR (Intelligence, Surveillance, Target Acquisition, and Reconnaissance) is a process and standard that is currently widely used in NATO forces and is being implemented in Ukraine with the assistance of AEROROZVIDKA. The process involves the collection, initial processing, cross-referencing, prioritization of information, and its rapid transmission to relevant consumers. The abbreviation ISTAR stands for: Intelligence, Surveillance, Target Acquisition, and Reconnaissance.
The concept of ISTAR is closely linked to conducting network-centric warfare. It involves achieving information superiority through the integration of military assets into a unified information network.
The information obtained through ISTAR points is prioritized and first transmitted to the relevant units, which may include regular troops, artillery units, or analysts. Additionally, this processed information is communicated to the commander and their staff for informed decision-making and effective operational planning. In the ongoing russian-Ukrainian war, such information is collected, processed, and disseminated by a network of situational centers.
